Accountability
Accountability should not depend on who holds office. It must be built into the structure of government. Greg Holmes is proposing a Charter Amendment to establish a permanent, independent Office of Inspector General (OIG) for Prince George’s County - shielded from political interference and answerable directly to residents. This independent watchdog would have subpoena power, whistleblower protections, and full authority to investigate fraud, waste, abuse, procurement practices, and hiring across all County departments and contractors.
Because it would be embedded in the County Charter, the OIG could not be reorganized, defunded, or weakened by a future administration without a vote of the people.
